The options for managing users allow one to set "onboard new users". If it is set, when a user without MFA logs in, they are asked to set up MFA. There is an option to not be shown the message again.
The problem with this is that if the user does not want to set up MFA immediately, in order to proceed, it appears that they have to choose the option to not show the message again.
Is there a way (without hacking) to allow the user an option to bypass MFA setup, but to keep being shown the message on login until MFA is set up.
I don't want to make MFA mandatory, as I'd expect this to create user support issues, and it is also rather hostile to users. It is fairly easy to police the system, and to mail users who have not set up MFA to encourage them.
